Child Welfare Services In Uganda

Child welfare is a continuum of services designed to ensure that children are safe and that families. have the necessary support to care for their children successfully. Child welfare agencies typically: ▪ Support or coordinate services to prevent child abuse and neglect. Child protection is the safeguarding of children from violence, exploitation, abuse, and neglect. Article 19 of the UN Convention on the Rights of the Child provides for the protection of children in and out of the home.

The child welfare system is a group of services designed to promote the well-being of children by ensuring safety, achieving permanency, and strengthening families. Child welfare workers can help ensure that children and families receive the services and supports they need, including access to early intervention, special education, mental and behavioral health, and prevention services.

The Children Act 2016 as amended (Cap 59, Laws of Uganda) enhances the protection of children from all forms of violence, outlawed Corporal punishment of children in institutional setting, and establishes the Uganda Child Helpline as a government child protection service. The aim was to provide provisions for nutrition, shelter, sanitation, health care, and hygiene. Additionally, they were also provided education, safe drinking water, and recreational facilities and protection against exploitation and abuse to neglected and destitute street children. Substance abuse, inadequate housing, health needs, parental incarceration, and racial discrimination are just some of the issues that challenge the capacity of the child welfare system and its staff to provide adequate services to the families and children it serves.

Provide adequate food, clothing or shelter including exclusion from home or abandonment • Protect a child from physical and emotional harm or danger • Ensure adequate supervising including the use of inadequate care-givers • Ensure access to appropriate medical care or treatment. Child welfare, services and institutions concerned with the physical, social, and psychological well-being of children, particularly children suffering from the effects of poverty or lacking normal parental care and supervision.

Child welfare social workers help children and their families resolve conflict or intervene in issues of abuse or neglect. Professionals with a bachelor’s degree are qualified for entry-level roles. These social workers may also seek child welfare certification through the National Association of Social Workers.
