A driver’s permit, learner’s permit, learner’s license or provisional license is a restricted license that is given to a person who is learning to drive, but has not yet satisfied the prerequisite to obtain a driver’s license.

How much is a driving licence in Uganda?

After you have learned how to drive, visit the URA website and pay Shs25,000 for a driving test at the Inspectorate of Vehicles. The IOV will issue you with a certificate of competence once you complete the test (or tests if you are applying to be licenced for more than one class) successfully.

  • A certificate of competence for the applicant duly stamped and endorsed at the back by the Inspector of Vehicles (IOV) specifying the group(s) of vehicles the applicant is qualified to drive.
  • A driving test revenue receipt should be attached.
  • A valid provisional driving license should be attached.
  • Application Form UCDP1 must be completed and recommendation from medical practitioner required.
  • Application made on form TR VII (one copy) duly completed and signed by the applicant who must be of the age of 18 years and above.
  • In case of an exchange permit, the original national license (not international driving permit) which must be valid at the time of exchange must be attached.
