Namayumba and Masuliita are hard to reach areas. The teachers and health workers deployed to such areas do not report on duty. Absenteeism at health centres and schools in these areas is remarkably high. You visit such areas and cannot find civil servants on duty”.
Education Ministry to Review Hard to Reach Allowances
The Education and Sports Ministry is the process of reviewing the criteria for determining hard to reach allowances after regazetting hard to reach areas.
Hard to reach areas refers to parts of the country that are not easily accessible because of the difficult terrain.
Civil servants in hard to reach areas receive hard to reach allowances to compensate for the challenges they face to deliver services.
Teachers in hard to reach areas earn an extra 30 percent on their fees.
More than 1000 teachers from 21 districts benefit from the allowances.
The beneficiary districts include Abim, Kotido, Moroto, Kaabong, Nakapirippirit, Pader, Amudat,Kitgum,Lamwo,Amuru, Gulu, Adjumani, Kalangala and Mukono.
Other districts were Bundibugyo, Ntoroko, Kisoro, Kanungu, Mayuge (Island of Malongwe), the Bukwa and Bugiri -Island of Sigulu.
At the moment, the hard to allowances are managed at the district level. However, the ministry wants the control of the allowances to move to schools.
This will include listing all hard to reach schools across the country.
