Registration Of An Association In Uganda

In general, an association is a group of persons banded together for a specific purpose. To qualify under section of the Code, the association must have a written document, such as articles of association, showing its creation. The motive for people to come together is to combine their energy and share resources to create or provide services and programs which they desire for themselves or to give to others.

Procedure For Registration Of An Association In Uganda

A person or group of persons intending to form a Community Based Organization shall apply for registration to the District Non-Governmental Monitoring Committee before operating in a district.

The application for registration shall be done on Form K which is provided at the District Non-Governmental Monitoring Committee Offices.

The following documents are required to accompany the application for registration of a Community Based Organization, –

a copy of the constitution of the Community Based Organization to be registered;

a recommendation from the Sub county Non-Governmental Organizations Monitoring Committee;

a work plan and budget or strategic plan for the Community Based Organization; and

Proof of payment of the prescribed fees. The application fees for registration of community based organization is UGX 40,000

Upon fulfilment of the requirements, the District Non-Governmental Monitoring Committee shall issue a certificate of registration and a permit to the Community Based Organization indicating:

name of the Community Based Organization;

the objectives or activities of the Community Based Organization;

date of registration;

registration number; and

Geographical area of operation.

The certificate of registration of a Community Based Organization shall be in Form L shall be issued to the applicant.

A permit of a Community Based Organization shall be in Form L1 and will be issued to the applicant.

Eligibility For Registration Of An Association In Uganda

Every citizen of Uganda has a right to register for a Community Based Organization (CBO)

Foreigners with a valid name reservation from Uganda Registration Services Bureau (URSB) may register.

Fees For Registration Of An Association In Uganda

The application fees for registration of community based organization is UGX 40,000

Fees for issuance and renewal of a permit of indigenous organization or community Based Organization or regional organization every year UGX 60,000

Fees for filing annual returns of community based organization UGX 40,000.

Validity For Registration Of An Association In Uganda

The Validity of registration and operating permit is one year from the date of registration.

Information Which Might Help For Registration Of An Association In Uganda

Community Based Organization (CBO) must comply with the following:

It should not make any direct contact with the people in the area it wishes to operate unless it has given a seven (7) days’ notice in writing of its intentions to the Local Councils and Resident District Commissioner of the area;

Should co-operate with the Local Councils and Resident District Commissioner of the area

Should not engage in any act which is prejudicial to the national interest of Uganda

There is a limit on registration of the organization whose objectives are in contravention of the law of Uganda. An organization must also restrict its operations to the area in respect of which it is registered to carry out its operations;

A registered organization should be ready to hold itself responsible for all acts of its members and employees;

Obtain the approval of the Nongovernment Organization board for any goods for which it seek exemptions. Should not engage in any gainful activities;

Other Uses Of The Document/Certificate For Registration Of An Association In Uganda

The document proves the validity of the CBO’s agenda it pre-qualifies them to be able to apply for donor funds.

A registered CBO has a potential of growing into an NGO

The document is required when opening a bank account for the CBO.
