The bidding process is used to select a vendor for subcontracting a project, or for purchasing products and services that are required for a project. Bid records contain the specifications of the project or details of the products and services to be purchased, Competitive Bidding refers to a method of procurement which is open to participation by any interested party and which consists of the following processes, advertisement, pre-bid conference, eligibility screening of prospective bidders, receipt and Republic Act No. 9184 3 opening of bids.

Bidding is an offer to set a price tag by an individual or business for a product or service. In a market, a bidder is a party offering to buy an asset from a seller at a specific price. A bidder can be an individual or organization, and the potential purchase can be part of a multiparty transaction or an auction. Bidding is often used by various companies, industries and many small businesses for assessing the needs of the public at large. On the other hand, auction is the process that involves buying and selling of the commodities and offering them for bidding.

Competitive bidding helps the buyers get the best price and contract terms for their proposals. It allows them to get the most qualified sellers of products and services while keeping costs low. They also get to work with sellers with a history of achievements and that are qualified to deliver specialized services. An award decision notice must be sent to all tenderers once a decision has been reached. In it, the buying authority must outline the reasons for their decision, the scores your received and, if you weren’t the winning bidder, how your score differed from the winning bid.

A bid is an offer to perform a contract for work, labor, or supplying materials at a specified price. A bid does not create rights in either the offeror or the offeree until the offeree voluntarily accepts the bid. For small procurements, the bid validity period may be 30 to 60 days. For more complex procurements, it can be 90 days or more, depending on how long it is estimated to take from the bid opening date until the contract is signed. You fill out the bid contract and all other required documents including how much you would charge for the project. It is then turned in to the requesting company in a sealed envelope. All bids have a deadline that cannot be crossed. Once the deadline date and time is up, no other bids will be accepted.
