UNEB Research and Publications

The research function of UNEB is vested in The Directorate of  Research and Development.

The Directorate is made up of two departments (i) Research and Innovation and (ii) National Assessment of Progress in Education (NAPE). The Departments are further made up of sub units called Divisions. These are

Research and Innovation Department

Research and innovation department plays a critical role in the innovation process. It performs a number of highly important roles within the institution.

The department is responsible for research, planning, and implementing new programs and protocols in the Directorate and overseeing the development of new research products.

Regardless of the specific field, the Department oversees the entire development process of new products and programs within the Directorate, from the initial planning phase to implementation. It is also involved in research, design and evaluation of materials, assemblies, and processes.

It develops concepts, products, and solutions and monitor team metrics and objectives ensuring meeting of research goals. It also document all phases of research and development. Other roles

  • Responsible for exploring and setting key strategic objectives relating to long term research & development of strategic activities.
  • To scrutinise and critique research and enterprise grant applications of major strategic and financial importance to the institution, advising and coaching staff on improvements leading to increased success rates.
  • To ensure efficient service delivery for research & enterprise.
  • Responsible for pre and post-award research & institution support activities.

NAPE

Uganda National Examinations Board (UNEB) conducts National Assessment of Progress in Education (NAPE) as an annual activity. NAPE  assesses learners’ achievement on the curriculum and to monitor trends in achievement overtime in order to inform policy and guide classroom practices. National Assessment of Progress in Education is conducted in the classes of Primary 3, Primary 6, Senior 2 and year 2 of Primary Teachers colleges.

UNEB is charged with the responsibility of conducting the Early Grade Reading Assessment (EGRA) operationally referred to as UNEB EGRA.

NAPE assessment of Primary 3 and Primary 6 has been an annual activity since 1997 save for the year 2013, 2016 and 2017 when UNEB failed to get funds for the activity.

At S, NAPE was conducted from 2008 up to 2014 when it was halted due to lack of funds. In 2016 the assessment of Early Grade Reading (EGR) commonly referred to as Early Grade Reading Assessment (EGRA) was started in UNEB.

This is administered on a sample of Primary 1, Primary 2 and Primary 3 pupils to determine their level of achievement on the acquisition of the foundational reading skills. The 2016 EGRA was a baseline survey which was followed with the midline and endline in 2017 and 2018, respectively.

The main objectives of NAPE are:

  • Determine and monitor the level of achievement of learners on the curriculum overtime.
  • Compare the achievement of pupils over the years.
  • Generate comprehensive information on what pupils know and can do in different areas of the curriculum.
  • Evaluate the effectiveness of reforms undertaken in the education system.
  • Provide information on variables which affect learning achievement.
  • Suggest measures for the improvement of classroom instruction and learning.
  • Provide data that can be used for research and planning.

Equating Unit

The Equating Unit conducts and establishes comparable scores, with equivalent meaning. In equating of Foreign Documents, UNEB is guided by its grade thresholds and this is based on the use a mixture of statistical evidence and professional judgement.

Uganda National Examinations Board (UNEB) thus, equates school certificates basing on the following conditions;

  • Such certificates should have been awarded by an accredited examining Board, Council or Institution mandated by law to conduct examinations and award certificates.
  • The applicant must have met the entry requirements of the equivalent course(s) offered by UNEB at the time (for example if someone has taken an equivalent of Uganda Advanced Certificate of Education (UACE) outside Uganda and seeks to equate it, he/she must have attained the equivalent of the Uganda Certificate of Education (UCE) before.
  • Normally the two awards are equated at the same time (the UCE and UACE).
  • The applicants shall submit the original certificates for both levels and an identification document like National ID or Passport
  • Where the language in which a certificate is written is different from English, UNEB reserves the right to choose the translator (now Centre for Languages and Communication Services, Makerere University).
  • Ugandans who wish to have their foreign certificates equated to those of UNEB must have taken the course(s) in question and will be treated the same way as the applications from other countries with their foreign certificates in terms of payment.
  • The client must have been under formal instruction for the appropriate number of years/contact hours of study at the particular level as per UNEB requirements
  • Applicants who have taken instruction of syllabi of foreign countries under special arrangements between parent country and the local examination centres will be treated as any applicant from that foreign country.
  • Applicants submitting any certificate, result slip other than the original certificate for equation or equivalence, must prove a verification/confirmation of results from the examinations board that offered the said examination.

Consultancy Unit

Consultancy is well recognized as an effective way for UNEB to disseminate knowledge and make an early and direct impact on society. Consultancy services are offered to Industries, Educational Institutions, service sector, government departments and other National and International agencies in niche areas of expertise available in  UNEB.

Consultancy services offered cover a variety of activities such as feasibility studies; assessment planning, Assessment management, Technology Assessments; strategic planning, monitoring and evaluation, baseline surveys, organizational assessment, e-registration, e-assessment, monitoring and evaluation, training in assessment and other areas etc. UNEB carries out all its consultancies in a manner that maintains integrity and public confidence
