CIRCULAR ON COMPLIANCE TO POLICY PROVISIONS ON STUDENT REFERRALS AND DISCONTINUATION FOLLOWING RESULTS RELEASE BY THE UGANDA NURSES AND MIDWIVES EXAMINATIONS BOARD (UNMEB)

Uganda Nurses and Midwives Examinations Board (UNMEB) wishes to appreciate you for the noble duty of training student Nurses and Midwives in Uganda. You are also appreciated for your participation in the various assessment activities spearheaded by UNMEB.
UNMEB has conducted six (6) series of Promotional Examinations since November 2013 to date.

UNMEB wishes to bring to your attention Policy Instructions regarding referral and discontinuation of students as provided for in
the various Nursing and Midwifery Curricula and the Rules governing the conduct of UNMEB examinations.

The purpose of this communication therefore, is to notify all Principals that upon receipt of UNMEB examination results, the following Policy Guidelines regarding the implication of candidates’ results to their progress should observed:

1. Re-taking students:

a) If a candidate fails one or two Papers, such a candidate is allowed to continue with the same set of admission but expected to re-sit the failed Papers when next offered.
b) A candidate retaking a Paper/Papers should register twice as
follows:
i. Register for the continuing examination.
ii. Register for the re-taking examination.

This will warrant the student to have two (2) examination Cards that will allow him/her enter both examinations.

2. Referral of Candidates:

If a candidate fails three or more papers in a particular series of examinations, he/she is expected to be referred for 6 months and sit all Papers as a first attempt in the next series of examinations. Such a candidate shall not continue with the initial set of admission.

3. Discontinuation of a candidate from a Programme:

(a) If a candidate fails a Paper/Papers on three attempts, this warrants discontinuation from the Programme.

(b)The course duration for all direct entrants is 2112 years for Certificate level and 3 years for Diploma level; while Diploma Extension is expected to be 11/2 years of full-time training. The E-Learning Diploma Programme runs for a period of two (2) years.

(c) The total allowed training period for Nursing and Midwifery shall not exceed four (4) years beyond which a student shall not be eligible for assessment and therefore, should be discontinued. ‘You are therefore advised to strictly adhere to these Policy Guidelines and Rules and therefore, desist from registering candidates for examinations for which they don’t qualify.

Attached hereto, is a list of students requiring referral and/or discontinuation as per the March 2016 UNMEB Promotional Examination results for your appropriate action.
By copy of this Circular, the Commissioner BTVET and Registrar UNMC are hereby accordingly informed.
