How Much It Cost To Learn Driving In Uganda
The fee depends on the type of driving licence you are applying for and its validity period. It is determined by whether you want to:
- Get a learner/provisional licence, or renew it
- Get a new full driving licence
- Renew a driving licence
- Take a driving test at the Inspectorate of Vehicles (IOV)
- Replace a lost, stolen, or damaged licence
- Add a class to your licence
- Exchange a non-Ugandan driving licence
All payments for services are made via the URA portal/website. Payments can be made at any bank, via PayWay, or mobile money. You will be issued with a payment registration number (PRN) once the payment is finalised.
Get a learner/provisional driving licence
This costs Shs60,000 and is valid for three months. Renewing a learner driving licence also costs Shs60,000.

Get a new full driving licence
The fee depends on the validity period of the licence.

Renew a driving licence
Driving licences are valid for one, three, and five years. You will get an SMS reminder to renew your current licence before it expires.

Take a driving test at the Inspectorate of Vehicles
The fee for a driving test at the Inspectorate of Vehicles is Shs25,000 for each class. The IOV will issue you with a certificate of competence once you complete the test. The test is mandatory for a learner driver applying for a full licence, class extensions, and when renewing a lapsed licence.
Replace a lost, stolen, or damaged licence
This costs Shs121,000. You must replace your licence if its been lost, stolen, or damaged.
Add a class to your licence
This costs Shs121,000. You must test for the class/classes you want to add at the IOV; this incurs a separate charge for each class.
