The Uganda Nurses and Midwives Council is a semi autonomous Health Professional Regulatory and supervisory body under the Ministry of Health established by Uganda Nurses and Midwives Act, 1996(CAP 276) with the mandate to set and regulate standards training and practice of Nursing and Midwifery professions in Uganda for public health safety. To effectively deliver its mandate, the Council seeks to recruit suitably qualified persons to fill the following positions:

Title : Internal Auditor
Department : Audit
Duty Station: Kampala
Salary Scale: UNMC 4
Reports to : Governing Council

Job Purpose : To assess the effectiveness and efficiency of the policies, procedures and standards by which the Council’s physical, human and technological resources are managed

Key Result Areas:
The Internal Audit function is an independent and objective unit responsible for:
1.To work with the Council and Management in ensuring that systems are in place, to identify, analyze and mitigate all risks;
2.To Plan, organize and conduct the internal audit function including preparation of audit plans for different departments;
3.To report to the Audit Committee of the Council and top management on policies, programmes and activities of the department
4.To Liaise with the external Auditors to ensure that areas of concern and audit issues are identified and attended to
5.To make recommendations on the systems and procedures that need attention and monitoring management response and implementation
6.To review the internal audit control procedures and systems to assess their equity and compliance
7.To audit revenue collection for accountability purposes
8.To audit procurements and payments in line with accounting and financial procedures and regulations
9.To conduct manpower audit in line with the approved budgets and work plans
10.To review and advise on the Council’s accounting systems in line with the internal controls
11.To monitor the expenditure of the Council in line with the budgetary provisions and financial regulations
12.To conduct any reviews/tasks requested by the Council or Registrar as may be required from time to time
13.To prepare and submit audit reports to relevant authorities
14.Any other tasks as may be assigned

Person specifications:
Qualifications:

EITHER A Degree in Accounting or Auditing from a recognized University

OR: Full professional qualifications in Accounting or Auditing from recognized institution

Experience:
– Must have served as an Internal Auditor in a busy organization for not less than 3 years

Post: Procurement Officer

Duty Station: Kampala
Salary Scale: UNMC 4
Reports to: Finance and Administration Manager

Job Purpose: To facilitate a transparent process of procurement and disposal of Council goods and services

Key Result Areas:
I.To develop and review appropriate systems, procedures and guidelines for procurement of goods and services
II.To participate in planning and budgeting processes of the Council
III.To provide secretarial duties to the Contract and Evaluation Committee meetings
IV.To liaise with Heads of Department to identify procurement needs and develop procurement plans
V.To prepare periodical reports for the procurement and disposal processes and submitting them to relevant authorities
VI.To liaise with suppliers and other stakeholders to ensure timely delivery of goods and services
VII.To liaise with the Line Supervisor and Accounting Officer in identification of persons to the various Evaluation Committees
VIII.To provide timely advice to the Accounting Officer, Procurement and Disposal Committee and members of the Council on matters pertaining to procurement and disposal
IX.To evaluate procurement requirements and recommending the most appropriate procurement and disposal procedure
X.To advise end users on development of procurement specifications
XI.To prepare draft bid documents and procurement plans and submitting them to senior management
XII.To organize and verify documents relating to procurement and disposal for use by the interested parties
XIII.To compile schedules of procurement requirements
XIV.Any other duty assigned from time to time

Person specifications:

EITHER A Bachelors Degree in Procurement and Supply Chain Management from a recognized awarding institution
OR A Bachelors Degree in a Non- Supply Chain Management discipline, preferably in Economics, Business Administration, or Commerce with a Post graduate Diploma in Procurement Management recognized from awarding institution
OR Full professional qualification in supply chain management (CIPS) plus a Post Graduate Diploma in Procurement Management from a recognized awarding institution
Certification with Chartered Institute of Procurement and Supplies is an added advantage

Post: Regional Supervisor
Duty Station: Moroto, Arua, Kabale and Mbale
Salary Scale:UNMC 4
Reports to: Deputy Registrar

Job Purpose:To coordinate UNMC activities to ensure public safety within the respective areas of the office jurisdiction

Key Result Areas:
i)To participate general supervision and regulation over all the nursing and midwifery professionals and health facilities, Health Training Institutions for nurses and midwives in the region
ii)To participate in the investigation charges of malpractice, negligence or misconduct against a professional and make a full report to the Supervisor of the facts and circumstances of the charges
iii)To maintain and update database in relation to nursing and midwifery professions in the region
iv)To network and coordinate activities of District Health Supervisory Authorities in the region
v)To report the name of any nursing and midwifery professional convicted of an offence and the nature of the offence committed as soon as the conviction comes to your knowledge
vi)To report the death of any registered nurse or midwife as soon as information on death comes to your knowledge
vii)To inspect all nursing and midwifery health facilities in the region applying for registration and renewal of operational license and advise on their suitability to offer the health services
viii)To inspect any nursing or midwifery health facility with Enforcement Officer if necessary to certify whether provisions of the Nurses and Midwives Act are being complied with
ix)To circulate information relating to all licensed nursing and midwifery health units in the region to the relevant authorities
x)To disseminate information from the head office to the relevant stakeholders in the region

strong>Person specifications:
1.A Bachelors of Nursing Science Degree from a recognized awarding institution
2.The Applicant MUST have a valid Practicing License from their health professional regulatory Council
3.A Post Graduate training in management and leadership is desirable

Job Purpose: To assist in developing, enforcing and monitoring the professional standards in the Nursing & Midwifery fraternity

Key Result Areas:
i)To ensure compliance of Standards in all aspects of the delivery of Council mandates
ii)To coordinate activities of Health Supervisory Authorities at regional and district levels
iii)To ensure feedback on recommended courses of action for standards compliance
iv)To participate in the planning and budgeting process of the department
v)To participate in project proposal writing
vi)advise on the existing standard operating procedures and how to improve them;
vii)To participate in inspections to monitor standards in medical facilities and training institutions;
viii)To participate in local, regional and sectoral surveys to establish the level of compliance;
ix)To Work with training institutions to review and update standards for nursing and midwifery training
x)To write reports on inspections, monitoring activities and making recommendations to management
xi)To review and propose any changes in the Quality Assurance policies of the Council

Reports to: Data & Research Manager

Job Purpose: To assist with the development of information systems strategies, protocols and controls which ensure that Uganda Nurses and Midwives Council (UNMC) complies with the National Information Security Strategy (NISS) and the Access to Information Act.

Key Result Areas:
i)To monitor and develop UNMC Data and information Management Strategy including Data protection, information audit and data consistency;
ii)To review and monitor the implementation of Record management procedures and standards in liaison with records management team;
iii)To provide electronic record management services;
iv)To maintain and regularly update the UNMC Database;
v)To ensure consistent responses in relation to data subjects and requests from Partner Organizations and accordance with Council policies and procedures
vi)To review and monitor UNMC information systems security and integrity, data and information security in relation to data transfer and disclosure;
vii)To sensitize the stakeholders on different data related requirements including new registrations and updates and or adjustments;
viii)To manage and maintain the Council’s systems network;
ix)To maintain a computerized database of all Council records for easy storage, update and retrieval;

Reports to: Senior Assistant Records Officer
Job Purpose: To support the day to day activities in the Registry

Key Result Areas:
i)To take files for action;
ii)To retrieve files;
iii)To maintain the file index, diary, out cards and registers;
iv)To shelf or put away files;
v)To maintain file order on the cabinets and shelves
vi)To check that action on the files is complete

i)A Certificate in Records and Archives Management or Library and Information Science or its equivalent from a recognized awarding institution

Reports to: Senior Accounts Assistant
Job Purpose: To assist in the smooth running of the accounting and financial management function in the Council

Key Result Areas:
i)To enter financial transactions into the commitment control register;
ii)To raise payment vouchers for approved payments
iii)To write cheques
iv)To issue receipts for collected revenue
v)To maintain the cash book and update ledger
vi)To prepare monthly reconciliation reports
vii)To perform cash payment duties
viii)Any other duties as assigned from time to time, in line with the position

Qualifications:
1)A minimum of a diploma in Accounting or Business Studies or their equivalent from a recognized awarding institution

Experience:
i)At least two years of experience in a busy corporate environment
ii)Experience in handling cash, deposit slips, revenue and expenditure is desirable
