OBJECTIVES OF THE PROGRAMME
–> Provide support and promote prevention and control of NCDs and other related conditions using cost-effective and community-based approaches –> Promote primary, secondary and tertiary prevention of NCDs; –> Develop guidelines and support the use of affordable strategies and technologies for delivery of quality care services; –> Support, document and disseminate experience in implementing the comprehensive multi-sectoral plan of action for prevention and control of NCDs. –> Support strengthening of surveillance for NCDs and their risk factors, and implementation of the adapted global monitoring framework.–> Mobilize resources to support implementation of the comprehensive multi-sectoral plan for prevention and control of NCDs.–> Foster operational research on NCDs and their risk factors.
DESCRIPTION OF DUTIES
Coordination, representation and policy developmentEstablish and maintain credible and productive relationship with national health authorities, other relevant sectors, national and international Centres of Excellence relevant to Noncommunicable 1. diseases, Mental Health and Substance Abuse, Violence and Injuries, Disability and Rehabilitation control, National and International NGOs, and UN agencies;2. Support multi-sectoral coordination mechanisms for the prevention and control of Non-communicable diseases including full operationalization of the Multi-Sectoral Task Force on NCDs.3. Work closely with the NCD/MH/VI/DR Programmes of the MOH, UN Agencies and other partners and facilitate the development of relevant policies, strategies, plans and guidelines for prevention and control of Noncommunicable diseases, Mental Health and Substance Abuse, Violence and Injuries, Disability and Rehabilitation; including adaptation of Global and Regional policies, Action Plans, Strategies, and guidelines.4. Ensure adequate collaboration with the WCO programmes and utilize available capacities andsynergies during planning, implementation and evaluation to facilitate timely technical support forNCD/MH/VI/DR prevention and control activities. 5. Represent WHO and participate in meetings and other fora on health/NCD/MH/VI/DR related mattersat national level as delegated by the WR; Support capacity development for National and District Health Management Teams for NCD Prevention and Control1. Support assessment of training needs and establishment of appropriate training courses for national human resources required for the prevention and control of Noncommunicable diseases, Mental Health and Substance Abuse, Violence and Injuries, Disability and Rehabilitation.2. Ensure that adequate capacity is built to ensure continuity and stability of Noncommunicablediseases, Mental Health and Substance Abuse, Violence and Injuries, Disability and Rehabilitationprograms and services.3. Work with MOH to develop management capacity for district health teams and primary care workers for provision of comprehensive NCD/MH/VI/DR care services.4. Participate in dissemination of national guidelines and other available information to districts andlower levels.5. Work with and support the different national committees on NCD/MH/VI/DR. NCD/MH/VI/DR Prevention 1. Support advocacy at national and sub-national level for NCD prevention through risk factor reduction; and support implementation of the NCD communication strategy.2. Provide technical support and participate in activities for accelerating NCD/MH/VI/DR prevention; 3. Support and coordinate the UN Wellness program and activities in collaboration with other UN agencies 4. Represent WHO on the National NCD/MH/VI/DR Prevention Committees and activities. NCD/MH/VI/DR Surveillance 1. Support establishment and/or strengthening surveillance for Noncommunicable diseases/MH/VI/DR and use of the data to inform planning and decision making to inform NCD prevention and control efforts;2. Play a catalytic role and support MOH to produce quarterly and annual NCD/MH/VI/DR Surveillance reports;3. Participate in national NCD/MH/VI/DR and related surveys;4. Work with national authorities and partners to ensure availability of up-to-date data on the status of the NCD/MH/VI/DR.Monitoring and evaluation of NCD/MH/VI/DR prevention and control interventions1. Work with MOH and other stakeholders to ensure effective monitoring and evaluation of NCD/MH/VI/DR activities by catalyzing appropriate actions; 2. Participate in development and formulation of appropriate national, district and global level indicators for tracking progress in the implementation of planned activities; including appropriate adaptation and use of the Global monitoring framework;3. Undertake or catalyze prompt investigation, supportive supervision and mentoring visits as the case may be to improve outputs and overall programme performance;1. Work with the relevant national structures to facilitate development and distribution of job aides to ensure quality of care and effective delivery of NCD/MH/VI/DR services; 2. Represent WHO on the NCD/MH/VI/DR Technical Working Group of the MOH.Operations research 1. Catalyze development of appropriate operations research to inform NCD/MH/VH/DR prevention and control;2. Supervise and technically guide relevant operations research3. Participate in and facilitate documentation, publication, and dissemination of best practices, including utilization of such practices to inform policy and programmingSupporting implementation of grants1. Participate in planning and development of funding proposals, and work with partners to ensure effective implementation, monitoring and evaluation of successful grants. 2. Participate in writing grants implementation progress reports3. Ensure that WHO support is in line with the country’s needs and priorities4. Support alignment of national needs with available resources in WHO
REQUIRED QUALIFICATIONS
Education
Essential: Degree in Medicine from a recognized university. Master’s degree in public health, epidemiology, or related health science.
Desirable: Monitoring and evaluation skills; Training in Noncommunicable diseases prevention and control
Experience
Essential: At least 5 of experience in Public Health and disease control including policy formulation, implementation and monitoring; experience in Noncommunicable diseases prevention and control; experience in disease surveillance and survey methods, coordination with partners at international, national and sub-national levels; capacity building at national and sub-national levels, advocacy and resource mobilization for public health interventions. Experience with international organisation or previous programme work with a UN agency is an added advantage.
Desirable: At least 3 years of work in the area of Noncommunicable diseases prevention and control.

REMUNERATION
Remuneration comprises an annual base salary starting at UGX 176,233,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
